The obvious way to expand internationally is to take five services, multiply them by three countries, and publish fifteen pages. It is also the fastest way to damage a domain: built as near-identical templates, those pages read to Google as doorway pages and can drag down the rankings of everything around them.

Portugal deliberately gets one page, because the domestic demand does not yet justify more.
Every market page has to earn its place with something local: real market knowledge, local proof, local contact detail, and the local language. A find-and-replace of the UK page with a different city name is not a market entry.
